As far as I respect his former desing achievements (Earthworm Jim, MDK, Sacrifice - to name a few), I think Perry just dropped the (crystal) ball. (Actually he dropped it a long time ago, before Enter the Matrix.)
Maybe it's the PR, maybe he's just envious of some other outspoken colleagues, maybe he just wants some publicity for Acclaim. To say that he's a MS fanboy would be utter nonsense - we all know that he's a PC guy, the champion of charge-free gaming and in-game advertising.
Now he's an expert in every territory but in game developing.
