Universal Pictures has halted the development of its BioShock motion picture as it attempts to find ways to produce the film at a lower budget.

The Gore Verbinski-directed movie, which was announced last May, was reportedly in pre-production and preparing to shoot in Los Angeles when concerns about the size of its $160 million budget led to a rethink.

"We were asked by Universal to move the film outside the US to take advantage of a tax credit," Verbinski told Variety. "We are evaluating whether this is something we want to do. In the meantime, the film is in a holding pattern."

According to the report, London is one possible alternative shooting venue. The movie will be set in the underwater city Rapture, which featured in Take-Two’s 2007 FPS release BioShock.

A sequel to the PC, Xbox 360 and PS3 game is due for release later this year.

Switching locations and using tax breaks are techniques that hollywood often uses to lower a film budget WITHOUT affecting its quality. So, let's keep our hopes up on this one. 160 mil is a damn lot of money. Even for a blockbuster.

Don't lower the budget! The film shall be epic! With a fantastic world and with that director I will certainly pay the money and watch it!
