I guess I'd argue that if most people aren't willing to throw down more than a few bucks for a game, developers should keep their costs in check or target another platform. People don't start up fast food restaurants across the street from Mcdonalds and charge nine dollars for a hamburger, and then complain that no one is buying their food.
Moving your price around to attract buyers to put you on the top 10 is indeed gaming the system, but if heavy hitters like Popcap want to aggressively price their valuable IP's in order to make more sales rather than keep prices higher and sell less, it's their prerogative. The app store is pure anarchy and a good environment for aggressive sellers.
I do kind of wish there were filters set in it though, so I don't have to scroll passed the three or four "HOLY SHIT NAKED LADIES HERE" apps that always haunt the top 25.
